The release/5.3 branch will be cut on April 20, 2020, for most repositories, with some projects like swift-package-manager branching earlier on March 27, 2020, and changes after these dates require pull requests meeting strict criteria.
Language and API changes must go through the Swift Evolution process, ideally completed by the branch date, while bug fixes and diagnostic enhancements are evaluated based on risk and impact.
