Swift 3.1 Release Process
Swift 3.1 is intended to be source compatible with Swift 3.0. It will contain a few additive enhancements to the core language as well as improvements to the Swift Package Manager, Swift on Linux, and general quality improvements to the compiler and Standard Library.

Swift 3.1 aims to maintain source compatibility with Swift 3.0 while adding minor language enhancements, improvements to the Swift Package Manager, better Linux support, and general fixes to the compiler and standard library, with a planned release in spring 2017.
All language and API changes must go through the Swift Evolution process, and pull requests for the branch require detailed explanations, risk assessments, and reviews by code owners and release managers.
